Resolved Question: Brothers soil in Colorado needs help?

Went out to visit my brother on the High Plains East of Denver. He has a nice garden plot in his backyard and also rents a few plots at the towns community garden. My question is this: The soil at the community garden was just plowed this year and when it dries it is like concrete. But when we water it turns into this sloppy mess that you sink like 6 inches down into. I know organic matter will help all soils--but what exactly is wrong with his? Is it a type of clay that hardens when dry and turns sloppy when wet? Does he also need to add some sand? Never seen that type of soil before as the stuff here in the Bay Area is nice and loamy.
